June 27, Extra checks on LSV reported

Just after the 6th phytosanitary meeting the Dutch delegation was informed by Dutch exporters about blocked containers with lily bulbs in Tjianjin harbor. The main reason was the interception of Lily Symptomless virus (LSV). AQSIQ informed our office that (quote) LSV of Lily is not in the Q-list now, but based on IPPC international standard, it is a restrictive non-quarantine harmful organism in China. Because it has strong impact on the quality of the lily bulbs and there are lots of interceptions in recent two years in the lily bulbs from the Netherlands, AQSIQ requested local CIQ return or destroy the lily bulbs which containing LSV (unquote).
The Ministry immediately sent a letter to AQSIQ to ask for further clarification, also in line with the international IPPC procedures. The Ministry, the Dutch NPPO, the sector and our office are working closely together to solve the problem as soon as possible.

June 22-27, 6th Sino-Dutch Phytosanitary Meeting

After a stand-still of almost two years the Plant and Animal Quarantine Department of AQSIQ agreed in organizing the annual Sino-Dutch work group between AQSIQ and the Ministry of Agriculture, Nature and Food Quality in China. Mrs. Faassen of the Ministry headed the Dutch delegation, consisting of Mr. Henk Stigter of the Dutch National Plant Protection Organization (NPPO), Mrs. Gabrielle Nuytens-Vaarkamp, deputy agricultural counselor and Mrs. Yan Su, agricultural assistant in China. Besides the official meeting this working group is also established to get a better insight in the plant protection system of both countries. The delegation had the opportunity to visit Hangzhou (Zhejiang province) and Kunming (Yunnan province). The provincial CIQ’s (the regional branches of AQSIQ) had prepared an extensive program with meetings and field visits. In Hangzhou the main focus of the visit was the quarantine inspection and administration of the export of pot plants. Recent discoveries of Anaplophora chinensis in acer imported from China have lead to concrete actions by both the Dutch and the Chinese NPPO. The dossier is however under discussion at European level. In Kunming the delegation had intensive talks with their Chinese counterparts on the import of flower bulbs from the Netherlands. All bulbs are checked on several viruses and especially the Arabis Mosaic Virus. In cooperation with the exporters, the Dutch NPPO introduced an obligatory test on ArMV before export to China. The Chinese authorities however still report interceptions of bulbs containing this virus.

This topic was one of the main items on the agenda of the 6th Sino-Dutch Phytosanitary Meeting that took place in Kunming. Mrs. Faassen en Mr. Wang Yiyu, director of the Division of Plant Quarantine in AQSIQ, co-chaired the meeting. Both parties agreed to draft a protocol for the export of bulbs to China. In this protocol both countries have to agree on the procedures how to handle the export and import of the flower bulbs. Mr. Wang Yiyu aims for signing the protocol during the upcoming High level Meeting between AQSIQ and the Ministry of Agriculture, nature and Food Quality in November this year. During the meeting Mr. Stigter handed over a document prepared by the Dutch NPPO with the phytosanitary information with regard to pear fruit (Pyrus Communis L.) produced in the Netherlands. This study will be the basis for a pest risk analysis to be made by AQSIQ whether or not they will allow the import of the Dutch pears into China.

June 15-19, Top Institute Green Genetics on fact finding mission in China

In cooperation with the office of the Science and Technology Counsellor the department of Agriculture, Nature and Food Quality prepared the program for a fact finding mission of Mr. Bernard de Geus, director of the Netherlands’ Technological Top Institute Green Genetics (TTI GG). With the full support of the Board of the Top Institute and the main Dutch seed companies and knowledge institute Mr. De Geus visited the main possible partners for a joint project in the area of cucurbits plant sciences research.
An international team lead by the Institute of Vegetables and Flowers, the Chinese Academy of Agricultural Sciences (IVF-CAAS) has recently generated a great body of genomic resources for cucumber, including a draft sequence of 4x coverage, a comprehensive genetic map of over 800 SSR markers and 500 DArT markers, end-sequenced fosmid library (20x) and BAC library (10x). They also constructed the first comparative genetic map for cucumber and melon. The goal of the team is to generate a complete sequence of cucumber and to implement genome-based breeding in cucurbits.
The result of the cucumber genome initiative (CuGI) has attracted a lot of interest already. IVF-CAAS is interested to establish a joint research project between the CAAS, TTI GG, Dutch seed companies and Dutch knowledge institutions. In cooperation with CAAS Mr. De Geus also talked with other top institutes in China like Beijing Institute of Genomics at CAS and BGI in Shenzhen. The outcomes of the talks were very positive. As this project could be the first concrete result of the China green genetics program under the coordination of TTI GG, all parties involved are very hopeful towards a positive result of the application of the program for support by the Netherlands government (2g@there program of the EVD).

September 19-20, DG Oostra attends EU-China FLEGT conference

On 19 and 20 September DG Ate Oostra and his delegation participated in the EU-China conference on trade in illegal logged timber. The in 2006 signed Heads of State Agreement between EU president Barosso and Chinese president Hui was the reason for this conference. The prevention of trade in illegal logged timber is mentioned as one of the fields for mutual cooperation and it’s is one of the issues of great importance to the Netherlands. China’s import of timber import has grown 500% in less than 10 years and has become one of the biggest wood processing countries in the world.
The conference in Beijing was organised by P.R. China State Forestry Administration, the European Commission, Germany and the United Kingdom. More than 250 people from 27 countries participated. Russia, Ghana, Malaysia, Indonesia, the United States and Australia were present. The Netherlands was represented by the official delegation headed by Mr. Oostra and two representatives of the Netherlands Timber Trade Association, Mr. Paul van den Heuvel and Mr. Ramon Bus. Mr. Han de Groot, deputy director of the Department of Nature of the Netherlands' Ministry of Agriculture, Nature and Food Quality presented the audience the Dutch position towards FLEGT (Forest Law Enforcement, Governance and Trade).
The conference ended with fruitful results. Unexpectedly China announced that it was willing to work with the Commission on a common verification system for the traceability of legal logged timber with the European identification system FLEGT as example. Mr. Oostra took the opportunity to have a bilateral meeting with the representatives of State Forestry Administration to discuss the bilateral cooperation between both countries. He also attended the bilateral meeting between the Commission and Malaysia to emphasize the good relationship between the Netherlands and this countries in which FLEGT is an important dossier. The placement of Mr. Vincent van den Berk as national expert for FLEGT at the European Commission delegation in Malaysia is a proof of this.
After the closing of the conference Mr. Ate Oostra and Mr. Vincent van den Berk flew to Yunnan province to visit the Sino-Dutch projects in forest management.

September 6-9, Kunming International Flower Exhibition 2007

The Netherlands were the most prominent foreign exhibitor this year during the Kunming International Flower Exhibition, taking place from September 6-9. Fifteen Dutch companies were present in the Holland Pavilion. Their products ranged from cut flowers and post harvest treatments solutions, to cold stores, substrates and greenhouse equipment as well as horticultural training courses. The LNV Bureau in Beijing together with the Netherlands Business Support Office (NBSO) in Kunming built the Pavilion and organized a number of other activities. Participants had the opportunity to sign up for B2B matchmaking sessions and field visits to Dutch as well as Chinese companies active in Yunnan. In addition, the Flower Council Holland in cooperation with its Chinese counterpart the Yunnan Flower Association and also NBSO Kunming, organized an EU sponsored seminar for Chinese professionals in horticulture. Subjects discussed were among others the implementation and control of breeder’s rights, marketing and organization of the horticultural chain and the importance of good quality planting material. Visitors could also listen in to professional growing seminars organized by a few Dutch companies or enjoy a vibrant, live flower design show.
The majority of the companies present in the Holland Pavilion have been active in the region for quite some time, be it with a representative office or production facility. For these participants, taking part in the Kunming International Flower Exhibition is a visible way to strengthen their contacts with existing customers during the period of the show.
This year a number of Dutch firms with no previous experience in Yunnan and/or China also participated in the flower exhibition. For them, the exhibition proved to be a handy fact-finding tool to get more insight in the local (production) market, the level and number of professional growers as well as potential customers and last but not least, networking with the various Dutch and international companies present.
The Kunming International Flower Exhibition has indeed become more international the past few years, with the Netherlands a leading foreign participator. Compared to similar events like the China Hortiflor or the Hong Kong Flower show however, the exhibition in Kunming is still a small scale happening.
Still, the LNV Bureau in Beijing as well as the NBSO office in Kunming regards the show as B2B platform with growing potential. Extra activities guarantee the participants to get a good insight in how Yunnan as China’s most prominent production area is developing. The expanding number of participants also indicates the growing interest of Dutch companies and institutes in the region. Besides export of planting material from the Netherlands, production of young plants and cut flowers in Yunnan, sourcing from Yunnan is slowly developing. The establishment of education and training programs also looks promising. When taking into account the professional level and size of local operations, these may well become a market on its own for specialized Dutch institutes.

In 2008, another Holland Pavilion will be built for the Kunming International Flower Exhibition. For more information please contact the LNV Bureau of NBSO Kunming in due course.

August 11-13, Equestrian Test Event in Hong Kong

Instead of staging the 2008 Olympic Equestrian Events in Beijing, the International Olympic Committee has made a decision in July 2005 to relocate the events to Hong Kong. It is because Hong Kong has an equine quarantine regime that meets international standard, and vast experience in the importation and repatriation of race horses. The horse care facilities of Hong Kong, including an equine hospital and laboratories, are also the best in Asia. The 2008 Olympic Equestrian Events in Hong Kong will consist of three disciplines: Dressage, Jumping and Eventing. The events will involve some 300 horses and 1150 athletes, and attract around 30,000 spectators and media. The Hong Kong Jockey Club, which invested USD100 million to build the venues, built the first air-conditioning indoor training ground in the world!

The Equestrian Events (Hong Kong) of the Games of the XXIX Olympiad Company Limited has organized a Test Event on 11-13 August 2007, to test the hardware and software prepared for the 2008 Olympic equestrian events. The event was named "Good Luck Beijing - Hong Kong 10th Anniversary Cup" competition. A field of riders and observers from leading equestrian nations including Australia, France, Germany, Great Britain, Ireland, the Netherlands, Sweden and the United States attended the event. The event has received high praise from the international riders and authorities despite the wet and challenging weather (typhoon storm). The three-day event included dressage, cross-country and show jumping competitions. The Netherlands had sent two horses and a delegation of 8 persons to take part in the Test Event. The Dutch competitors participated in the Test Event were Mr Jan van Beek and Ms Madelaine Brugman. The group was pleased to have been experienced the Test Event. They were satisfied with the arrangements and the venues for the event.

In December 2006 the Netherlands established a protocol with Hong Kong for importation of horses for the 2008 Olympic equestrian events. In July 2007 the Netherlands had signed a Temporary Importation of Horses document with Hong Kong. The document enables horses to come to Hong Kong from the Netherlands for international races (e.g. the Test Event in August) and transit shipment of horses via Hong Kong.

June 9-16, Netherlands Potato Trade Mission to the People's Republic of China

With the support of NIVAP, the Netherlands Potato Consultative Foundation and FME-GMV, the branch organization for manufacturers of equipment for food processing and packaging in the Netherlands, the Netherlands Ministry of Agriculture, Nature and Food Quality organized this trade mission to Beijing, Inner Mongolia and Heilongjiang.

With 20% of the world potato production, China is the world's largest potato producing country. The main producing regions are Inner Mongolia, Gansu, Yunnan, Guizhou, Sichuan and Heilongjiang. These provinces account for about 60% of total production.
As a result of increasing affluence, notably in the larger cities and coastal areas, changing lifestyles and the growing popularity of fast food chains and supermarkets, consumption of potato based snacks such as chips but also French fries and dehydrated products for mashed potatoes are expected to increase. Chips are one of the most popular snack foods in China.
Consumption of potato chip and dehydrated potato flake is expected to grow by about 15-20% annually in cities. Domestic supply is insufficient to meet this demand and imports have increased from the US, Canada and Western Europe.
The Netherlands is also a world leading country as far as potato production is concerned. It is well known for its knowledge and experience in potato growing\ harvesting techniques, storage, transport, and processing.

May 9-13, Vice minister Zhu Baocheng visits the Netherlands for annual High Level Meeting

There is a long established cooperation between the P.R. China’s Ministry of Agriculture and the Netherlands’ Ministry of Agriculture, Nature and Food Quality. One of the instruments to support the cooperation is an annual High Level Meeting between the vice ministers of both ministries. This year vice minister Zhu Baocheng and his delegation visited the Netherlands, accompanied by Mrs. Gabrielle Nuytens-Vaarkamp, LNV attaché for China. The annual visits, which takes place in China and the Netherlands by turns, is a good opportunity to see the state of the art of the agricultural sector and have informal contacts. Vice minister Zhu visited Aalsmeer Flower Auction and the Waiboerhoeve, the WUR research centre for dairy in Lelystad. Representatives of both the auction and the research centre informed the delegation about the latest development in the trade of flowers and dairy production. On both areas the Sino-Dutch cooperation is intensive, thanks to the two former Sino-Dutch training and demonstration centres (in Shanghai for horticulture and respectively for dairy in Zhengzhou) and the recently established Netherlands Agribusiness Support Office for dairy in Harbin. Also a visit to the Keukenhof and anthurium grower Anthura were on his program. During his visit to Waterland, a wetland area a stone’s throw from Amsterdam, vice minister Sun was informed by representatives of DLG and the management of the area about the challenges of combining agriculture with nature conservation in a densely populated area.

April 16-20, Sino-Dutch ‘back to back’ Codex Meetings in Beijing

The Kunlun hotel in Beijing was the stage for the First Session of the new Codex Committee on Contaminants in Food. Last year the Committee on Food Additives and Contaminants was split into two separate Committees to better manage the workload. Now there is a separate Committee for discussions on standards and guidelines for contaminants in food chaired by the Netherlands. Mr. Ger de Peuter, vice director of the Department of Food Quality and Animal Health of the Netherlands’ Ministry of Agriculture, Nature and Food Quality was the chair man of the session in which more than 200 people, from 16 both public and private international organizations and from 63 different countries, participated.

The session was opened by Mr. Dirk Jan van den Bergh, Ambassador of the Kingdom of the Netherlands in Beijing and vice minister Mr. Ma Xiaowei of the P.R. China’s Ministry of Health. In the evening Mr. Dirk Jan van den Bergh and his wife hosted on behalf of the Minister of Agriculture, Nature and Food Quality an official banquet for all participants in his Residence.

During the week the delegates discussed several dossiers like maximum levels of contaminants in food (like acrylamide in potato chips) and several Codes of Practice. Thanks to the excellent work of the secretariat (Ms. Tanja Akesson, Angela Chang, Niek Schelling and Rob Theelen, all from the Department of Food Quality and Animal Health), supported by Fan Hsueh of the LNV Department of the Embassy of the Kingdom of the Netherlands in Beijing, the session went smoothly. The chair, Mr. Ger de Peuter, was also very satisfied with the progress made in the dossiers.

The session was held in a so called ‘back to back’ setting with the new Codex Committee on Food Additives, chaired by the Chinese Ministry of Health. During the preparations and the Beijing’s session of the Codex Committee on Contaminants in Food the Chinese secretariat worked together with their Dutch colleagues of the Ministry of Agriculture, Nature and Food Quality. As it was the first time that China had to chair a Codex session the Sino-Dutch cooperation was very much appreciated. The week after the Codex Committee on Contaminants in Food the Chinese Ministry of Health chaired a very successful First Session of the new Codex Committee on Food Additives. Next year both comities will go their own way: the Codex Committee on Contaminants in Food will take place in The Hague (Netherlands) and the Codex Committee on Food Additives again in Beijing.

April 10, Netherlands Business Support Office Kunming celebrates 5th anniversary

The Netherlands Business Support Office (NBSO) Kunming was established in 2002 in the capital of Yunnan Province. After hosting the World Horticulture Expo in 1999, Kunming and Yunnan put themselves firmly on the map of promising horticultural regions in the world. The fast developing horticultural sector and the business and investment opportunities this was creating for Dutch companies in this field was the main reason for establishing the office.
In the past 5 years NBSO Kunming has built and extensive network on government and company level in Kunming and Yunnan. The office has provided their main services of market research, contact details of Chinese counterparts and information on government procedures to numerous Dutch companies over the years. Furthermore, NBSO Kunming has been active in Holland promotion activities ranging from participation in trade fairs, receiving trade delegations, organizing seminars and sending out regular mailings.
On April 10, the official celebration ceremony took place at a familiar location, the Holland Garden in the World Expo Garden, venue of the Horticulture Expo in 1999. Dutch and local companies and Dutch representatives of the Embassy in Beijing as well as their Chinese counterparts were present and listened to speeches and congratulations of among others Acting Ambassador Mr. Gerard Steeghs and Mr. Li Gang, President of the Yunnan Flower Association. Afterwards, the Dutch garden was the perfect background for a champagne toast on the success of the NBSO and the excellent work of Chief Representative Ms. Renee Snijders and Deputy Representative Ms. Yang Yang. All the guest were subsequently invited for lunch during which Chief Representative Ms. Renee Snijders once more thanked everybody for the cooperation in the past five years and is looking forward to working with Dutch and local companies and government in the years to come!

April 9, Official opening 2 PSOM projects in Yunnan

On Monday 9 April two Dutch companies officially opened the doors of their brand new production facilities in Yunnan, Southwest China. Acting Ambassador Mr. Steeghs, first secretary Hélène Rekkers and Agricultural Attaché Gabrielle Nuytens-Vaarkamp and their Chinese counterparts from the Agricultural Bureau and Department of Commerce were invited on a genuine ‘road trip’, leading from one opening ceremony to the other. Acting Ambassador Mr. Steeghs as well as Chinese officials delivered speeches and performed the official ribbon cutting ceremonies. Afterwards, the Dutch and Chinese officials were briefed in further detail on the production activities of the companies. Besides these openings, a visit was paid to the flower bulb production area of Dutch company Van Den Bos in Xundian County. Van Den Bos, with support of a PSOM subsidy is producing lily bulbs for the Chinese market.

Geerlofs Refrigeration BV is a renowned Dutch company that has been active in the design, development, and construction and servicing of cold stores for more than 70 years.
The company has been active in China for several years, but has an official presence only since 2006. Together with Chinese partner Chenggong Yonglian Horticulture Ltd and partially subsidized with funds from the Dutch PSOM program, Geerlofs Refrigeration BV has built a production facility in Kunming to locally produce cold stores for the Chinese market.

Anthura is a family company established in 1974. In 30 years time Anthura has developed from a small family business into world market leader in the area of Anthurium with over 200 employees and greenhouses with a total surface of 15 hectare. The main products of Anthura are Anthurium and Phalaenopsis.
Anthura has been active in the Chinese market for several years. In cooperation with long time Chinese partner Fat Dragon Horti-Tech Co. Ltd and partially funded by the Dutch PSOM program, Anthura set up a local facility for high-tech production of anthurium young plants. These locally produced young plants are now sold all over China against a very competitive price.

The Dutch PSOM program (Program for Cooperation with Emerging Markets) is funded by the Dutch Ministries of Development Cooperation and Foreign Affairs, but coordinated by the EVD. An important condition is that the Dutch company cooperates with a Chinese partner in the project in order to build a sustainable business relation. Furthermore, the project needs to be innovative and should have a positive impact on the local economy without leading to market distortion. Poverty alleviation by way of generating employment and improving the social position of women are also important factors in a project.
Per project the Dutch government can contribute to a maximum of Euro 750.000. For more information on PSOM, please go to www.evd.nl/PSOM. Mr. Thierry van Helden is PSOM coordinator for China, he can be contacted via Helden@evd.nl.

March 16-25, Netherlands "Unique Feature" at the Hong Kong Flower Show 2007

The Hong Kong Flower Show 2007 has just been held at the Victoria Park on 16-25 March. The flower show is a yearly highlight presented by the Leisure and Cultural Services Department of the HKSAR Government to promote horticulture and awareness of greening among the community.

The Hong Kong Flower Show is the most popular horticultural event in the territory. It presents a good opportunity for hundreds of thousands of local citizens and horticulture lovers from around the world to appreciate the beauty of flowers and share their horticultural experience. More than 180 local and overseas horticultural organizations from 20 countries participated the show this year. Complementing the show was a series of educational and recreational activities. For instance student drawing competitions, photo and exhibit competitions, floral arrangement demonstrations, plant care workshops, green stalls, music and cultural performances, leisure activities and family games. Each year the flower show attracts an average of 500,000 visitors.

Being one of the biggest fresh flower suppliers of Hong Kong, the Netherlands has participated the flower show with a professional and gorgeous floral display this year. The Holland booth was decorated with thousands of flowering tulip bulbs which flown in specially from the Netherlands, and a number of big flower arrangements made with Anthuriums, Lilies and Roses respectively. To emphasize a real Dutch feel, a Dutch flower designer was hired to come to Hong Kong to styling the booth and making the flower arrangements. The outcome turned to be a great success. The Holland booth was all the time surrounded with crowds. They were either admiring the perfect stage of the Dutch flowers or shooting the beautiful flowers from different directions. Consul-General Mr Jan Revis, Agricultural Attache (Embassy Beijing) Mrs Gabrielle Nuytens and Agricultural Assistant Marina Ng (CG Hong Kong) attended the opening of the show on 16 March. The other Consulates-General participated the show included Finland, South Africa and Sweden. The Hong Kong Flower Show is indeed a good platform to promote Holland and its flowers. Meanwhile, the contribution and efforts from the Dutch side did get a reward. The Holland booth has won the Gold Award for Unique Feature in the Hong Kong Flower Show 2007!

The Holland booth at the Hong Kong Flower Show 2007 was organized and supported by the Ministry of Agriculture, Nature and Food Quality of the Netherlands. Thanks to International Flower Bulb Centre (Hillegom), AirFrance/KLM Cargo (HK & AMS offices) and Rabobank Hong Kong to make the Dutch participation to the Hong Kong Flower Show 2007 possible. Also many thanks to Anthura for the Anthuriums, Van Den Bos Flowerbulbs BV for the Lilies and Moerheim China for the Roses. The Dutch presentation at the Hong Kong Flower Show 2007 would not be a success without the kind support and sponsorship from the Dutch business community.

March 12-15, Dutch agriculture as a model to China

From March 12-15, Director-General Mrs. Renée Bergkamp visited China to strengthen bilateral cooperation in the field of agriculture. Both countries exchanged ideas and experiences on policies and regulations that aim to facilitate the development of livestock breeding and control of animal diseases. During a round table discussion with the Chinese Ministry of Agriculture DG Bergkamp gave a short presentation on the development of Dutch agriculture and more specific, the agro food sector. Chief Veterinary Officer (CVO), Mr. Peter de Leeuw, elaborated on the structure of Dutch animal husbandry sector and policies with regard to prevention and eradication of animal diseases. The Chinese counterparts listened with great interest and also described their domestic animal husbandry sector. The Chinese animal husbandry sector comprises 34% of country’s total agriculture value. China accounts for over a third of world’s total poultry production, the country slaughters 660 million pigs annually, and its domestic production of beef is comparable to the EU-27. For more information, the Agriculture, Nature and Food Quality department in Beijing has compiled market reports of China’s pork, beef and poultry industry available. Next, both sides exchanged information on avian influenza. China has increased the number of vaccines to over a billion vaccinations a year. While there are still outbreaks, it seems the country is beginning to control the disease. Mr. Guus Koch of Wageningen University (WUR) touched upon Dutch expertise developed in this field and elaborated on the broad range of vaccinations to control avian influenza.

The meeting with Ministry of Agriculture continued with a discussion on the coming visit of Chinese Vice-Premier Hui to the Netherlands, which is scheduled for April 10-12. The main purpose of this visit will be to acquaint Mr. Hui with Dutch agriculture for the Chinese view Dutch agriculture as a good model. The meeting between vice-premier Hui and our Minister Verburg will mainly focus on exchanging both countries’ mutual experiences. The importance of economic, ecological and social sustainability will be stressed. The meeting concluded with issues on bilateral cooperation in the field of food safety and the strengthening of agricultural trade relations.

March 12-15, CVO and DG in discussion with AQSIQ on market access

The meeting with AQSIQ, the ministerial organ in charge of import & export, focused on several dossiers. Like last year, the meeting was cumbersome, with both parties twisting on fifteen cases concerning trade barriers. Most dossiers concerned export requests from Dutch side, though two cases were related to access to the European market (heated chicken products and pet food). The Chinese side was in particular dissatisfied about the blocked export of heated poultry products to EU. In light of these developments, the Chinese were not easy on granting access to the Chinese market for Dutch products as pork and animal protein. Despite this, there were also some positive points. During the visit, CVO De Leeuw reached an understanding with his Chinese counterparts on some key veterinary issues, which brings the long desired pork protocol a step closer. However, the protocol is still dependant on the European Commission’s response to questions raised by the Chinese concerning dioxin feed found in three EU countries (Belgium, the Netherlands and Germany) in 2006.

During the visit both sides agreed upon a certificate which should be provided for all Dutch dairy products that aim to enter the Chinese market. The Netherlands stated it will formally begin procedures for the export of veal. The ongoing developments will be closely followed by the Chinese for they remain reserved due BSE. In the end, both countries also agreed upon the approach of a number of phytosanitary issues.

February 5, Seminar on the Chinese potato sector

During their stay in the Netherlands the agricultural counsellor and attaché hosted, together with the Department of Industry and Trade of the Ministry in The Hague, a seminar on the latest developments in China’s potato sector. In total 40 companies involved in potato production, processing, handling and storage were present in Ermelo (The Netherlands).
Mr. Henk van Duijn, the agricultural counsellor, informed the audience about the growth of this sector in China: the country is since 1993 world’s biggest producer and it’s production is still increasing. Mr. Arjen Brouwer of Kiremko BV installed several processing lines in China and informed the audience that potato flakes are the most important product group of processed potatoes. However the biggest part of the potato harvest (around 90 percent) is for the fresh market. Mr. Pierre Tabak of Tolsma Techniek BV told about his experiences in China. Tolsma has an own agency in Beijing since 1989, together with other Dutch companies involved in potato production. Mr. Tabak told about his experiences in China in the field of storage techniques. To his opinion the low general quality of the potatoes is one of the biggest hurdles to take for processing. Improvement in storage techniques could clear away this problem; however there is competition between European and American storage techniques. This competition is tense in China due to the fact that storage facilities are owned by a few big companies (not being the producers of the potatoes). Mr. Jan Hak of Hak & Partners BV and president of GMV (organisation of producers of machines for food industry) has a long experience in doing business in China. He gave a presentation about what companies could expect and the do’s and don’ts.
The Ministry of LNV with the support of NIVAP and GMV/FME organise two events in the field of potato production in China. First of all a Holland pavilion at the AGRI China fair in Beijing (from 22 to 29 April, including match making and field visit). From 10 to 16 June the LNV office will organise a trade mission to Beijing, Inner Mongolia and Heilongjiang. These are the regions of most interest for the Dutch potato chain. Companies interested can contact the LNV office in Beijing directly, phone +86 10 8532 0260 or pek-lnv@minbuza.nl.

January 20-27, Agrofood technology mission visits China

From 20 to 27 January a mission of 18 companies and organizations from the Netherlands visited China. Focus of the mission was agrofood technology and the organization was a co production of the Netherlands’ Ministries of Agriculture, Nature and Food Quality and of Economic Affairs/Senter Novem. The delegation consisted of plant breeders, companies active in food and feed and companies that provide supporting technologies. This very representative delegation of the Dutch agrofood sector was the result of the acquisition work of amongst others Mr. Maarten Schans and Ms. Chantal Mas of Senter Novem. They also accompanied the mission, just as Mrs. Gabrielle Nuytens-Vaarkamp, the agricultural attaché.
Objective of the visit was meeting potential Chinese partners. The organizers put together an extensive program with match making events and field visits in Beijing, Jinan (Shandong province), Shanghai and Huzhou (Zhejiang province). After arrival in Beijing the participants were informed about the latest developments in agriculture by Mr. Henk van Duijn, agricultural counsellor and on innovation in China by Mr. Eric van Kooij, the science and technology counsellor of the Embassy of the Kingdom of the Netherlands. On Monday 40 Chinese companies and institutions were present at the match making event organised in cooperation with the Agricultural Trade Promotion Center of the Chinese Ministry of Agriculture. After a short flight to Jinan the delegation was welcomed by NBSO Jinan; Mr. Jing Lin and Mr. Yu Yongli. In close cooperation with the Shandong authorities NBSO Jinan prepared a well attended match making with over 70 companies from Chinese side. The next day the delegation had the opportunity to see something of the developments in Shandong, an important province in the field of (export-oriented) agriculture. The first group visited seed and seedlings companies, amongst others the Rijk Zwaan Seedling Nursery and Demonstration Center and the Demonstration site of Syngenta. The second group visited a meat processing company and a cattle farm for dairy production. In Shanghai the delegations was in the capable hands of the Consulate General. Agricultural assistant Nick Hong and his colleagues of the economic section organised a match making in Shanghai and a visit to Huzhou. There the group was welcomed by representatives of Zhejiang University and the vice mayor of Huzhou. In Shanghai Consul General Mr. Aart Jan Verdegaal hosted a business drink on the occasion of the visit of the mission. It was his last public event as acting CG and Mrs. Gabrielle Nuytens-Vaarkamp, the agricultural attaché took the opportunity to thank Mr. Verdegaal on behalf of the LNV team for his excellent cooperation and support.
All participants left China tired but satisfied. Some companies could announce the signing of agreements and orders. But the overall conclusion was that only investing in a long standing relation with Chinese partners would be a precondition for success. In this respect the agrofood technology mission was for some companies a successful first contact with China, for others a fruitful follow up.

The Netherlands and the Hong Kong Governments signed an operational arrangement on the protocol for the import and export of Olympic and Paralympic Equestrian Event horses between the two places in Hong Kong on 13 December. The protocol was signed by the Director-General of Ministry of Agriculture, Nature and Food Quality of the Netherlands, Mrs Renee Bergkamp and the Director of Agriculture, Fisheries and Conservation of the HKSAR Government Mrs Stella Hung. The witness parties of the Dutch side at the signing ceremony were Consul General Mr Jan Revis, Head of Foreign Agricultural Service of Netherlands Ministry of Agriculture, Nature and Food Quality Mr Henk de Jong, the Counsellor for Health, Welfare and Sports of the Netherlands Embassy in Beijing Mr Marcel Floor and Member of the Veterinary Committee of the FEI / Member of the Veterinary Commission and Advisor of the Royal Netherlands Equestrian Federation Dr. Emile Welling. From the Hong Kong side were Secretary for Health, Welfare and Food Dr York Chow, Permanent Secretary for Food and Environmental Hygiene Mrs Carrie Yau, Deputy Secretary for Food and Environmental Hygiene Mr Cheuk Wing-hing and Assistant Director Agriculture, Fisheries and Conservation Department Dr Thomas Sit.

The Netherlands is the first country to sign such an agreement with Hong Kong. In his welcoming speech, the Secretary for Health, Welfare and Food Dr York Chow said the ceremony was a milestone event in Hong Kong's preparation for the quarantine arrangements for the importation of horses competing in the 2008 Olympic and Paralympic Equestiran Events to be held in Hong Kong, as there would be competing horses being imported from the Netherlands. The execution of the operational arrangement will also set the stage for stronger links between Hong Kong and the Netherlands in the import and export of horses.

About 200 horses are expected to be brought to Hong Kong for the Olympic and Paralympic Events. Nearly half of the equine cargo will be from Europe. The Netherlands is expected to act as a transport hub for some of the horses from Europe. The main prupose of putting in place the operational agreement is to ensure that imported horses are free from diseases of concern to Hong Kong's equine population, to prevent the spread of diseases between horses competing in the events and the smooth re-export of horses to their original exporting countries after the events.

Besides that, a Roundtable Seminar on Horse Quarantine and Transportation Issues was held on 14 December. It was a good platform for the experts from both Dutch and Hong Kong sides to share their experiences from previous international horse races and Olympic Games.

September 07-10, Holland Pavilion at Kunming International Flower Exhibition 2006

From 7 to 10 September Spring City Kunming hosted the annual International Flower Exhibition, the most important horticultural trade fair in the region. The flower exhibition is an annual event and the largest trade fair in its kind in Yunnan, which functions as a trading platform not only towards China but also Yunnan’s neighboring ASEAN countries.
This year exhibitors included enterprises involved in breeding, production, trade logistics and transportation of horticultural products. The companies present were mostly from Yunnan, but foreign enterprises were also present notably from Korea and Japan, but also from Australia and Colombia. The Netherlands took part in the fair with a large Holland Pavilion. Eight Dutch companies and institutes active in Yunnan and/or China presented their products and activities to the visitors.
The International Flower Exhibition was officially opened by Vice-Governor Kong Chui Zhu who is responsible for the agricultural sector and its developments in Yunnan, on September 7. Mr. Henk van Duijn, LNV Counsellor at the Embassy of the Kingdom of The Netherlands attended the opening on behalf of The Netherlands. Later on, during a tour of the exhibition halls he briefed the Vice-Governor and the local press on the activities of the Dutch enterprises in Yunnan and their future plans.
In the evening more than one hundred representatives from local horticultural companies, research institutes, universities and local government especially the Yunnan Flower Association attended a lavish dinner hosted by Mr. Henk van Duijn and NBSO Kunming, giving both local and Dutch parties an excellent opportunity for networking and exchanging experiences.
Last but not least, in the morning of October 8, a so-called Holland Seminar was organized. After the official opening by Mr. Xiao Bo Ren of CCPIT, Mr. Henk van Duijn gave the floor to a number of Dutch companies introducing the latest trends and developments in global horticulture, but with a focus on China and Yunnan.

PSOM in the picture in Yunnan

Early September Mr. Henk van Duijn, LNV Counselor at the Embassy of the Kingdom of The Netherlands visited Yunnan. One of the reasons for his visit was to gain more insight in the development of Dutch investments in the region.
The past few years more and more Dutch companies active in the field of horticulture have been starting to become more active in Yunnan, especially with regards to production. The choice for the region seems obvious; excellent climate, soil, abundant (cheap) labour and promising domestic and export markets for their products. Because of its economic situation Yunnan is also one of the provinces in China qualifying for PSOM or ‘Programma Samenwerking Opkomende Markten’ a program funded by the Dutch Ministry of Development Cooperation and coordinated by the EVD. Main aim of the program is to give Dutch companies the opportunity to enter difficult markets with an innovative product while working with a local partner and at the same time work on issues as poverty alleviation, improving working standards, the position of women etc.
Mr. Van Duijn visited two PSOM projects while he was in Kunming. Anthurium breeder and propagator Anthura is currently finishing a 1,5 ha state-of-the-art greenhouse in Songming, some 45 km from the provincial capital. Here, the partners will grow anthurium plugs into young plants. The Chinese growers who further grow the anthurium young plants into marketable cut flowers and pot plants will actively be supported by the partners through trainings on modern cultivation techniques.Furthermore, Geerlofs Refrigeration BV is building a factory for the production cold stores. These cold stores are suitable to cool flowers, flower bulbs, but also vegetables, fruit etc. Since Yunnan (and Kunming) is China’s main flower production base, but also an important producer of fruits and vegetables and thus guaranteeing a good starting point for finding local customers, the region seems to be the most suitable location for their first actual presence in China.
Regarding at Yunnan’s abundant natural resources and the importance of agriculture, the region is also paying more and more attention to the development of the agrochemical sector. To gain better insight in this field, Mr. Henk van Duijn also visited Anning Decco Fine Chemicals Ltd., a company part of Dutch chemical consortium Cerexagri. This company produces dewaxed shellac, lac dye and lac wax. Yunnan is one of the main growing areas for seedlac from which shellac is being produced. Due to its non polluting versatility, Shellac is being used in the following areas: food, pharmaceutical, cosmetics, paints and varnishes, and the leather finishing industries. Anning Decco is exporting most of its shellac to markets as Australia, Europe and the US.

June 16-25, Dutch Dairy Trade mission visits Northern Dairy Belt of China

The Silver KL bird has just arrived and the Dutch business men of this year Dutch Dairy trade mission were already on their way to the matchmaking room in a well known five star hotel in Beijing. The Holland seminar and matchmaking marked the start of the second Dutch Dairy trade mission within one year. This year event has been organised by the Ministry of Agriculture, Nature and Food Quality of the Netherlands in close cooperation with the Ministry of Agriculture of the P.R. of China and China Dairy Association.
The scope of this year trade mission was especially the Northern Dairy belt of China and the main Chinese milk processors Yili and Mengniu. Despite frequent request the main foreign milk processor in China did not have time to receive the delegation.
After Beijing the delegation headed to Hohhot, the Chinese capital of milk. In Hohhot the delegation was invited by the top two players in Chinese Dairy, Mengniu and Yili. The production base of Mengniu was brand new and very impressive. The base was managed by an Australian milk farm expert. With a maximum capacity of 10.000 heads the milk production base and the used techniques and was state of the art. The delegation was impressed by the large number of milk collection methods within the base. All relevant techniques available in the Asia-Pacific region were presented and in full use. Even a for China unique fully automatic milking robot was presented and working.
During the discussion with members of the board of the company it became clear that Mengniu will invest more and more in large scale milk production base with 4-5000 cows or more close to all their 25 processing plants within China. Milk sourcing from individual or collective farmers was in their opinion not the future to secure the necessary raw milk production.
After a day of matchmaking the delegation visited the Yili headquarters and processing and packing plant. The newest state of the art techniques were used to handle, pack, store and distribute the production of dairy products of Yili. In the discussion with the technical directors it was clear that the approach of Yili to source raw milk was different than that of its competitor in the same town. The sourcing strategy is focussed on own production bases of around 1000 heads and well structured collective farm villages of 1500 heads maximum. Besides the mentioned production bases the company also sources from individual contract farmers.
After three days in Inner Mongolia the delegation headed for Harbin in Heilongjiang province.
Harbin is the main base of Wandashan but more important the local governmental centre involved in the Worldbank Dairy Herd Improvement project. Like last year the delegation discussed with local officials and people of the project management office about the progress of the project. The main reason was to identify the opportunities for Dutch dairy equipment, knowledge and technologies. During the matchmaking, field visits and discussion it was clear that there is an important, by the local government supported interest in Dutch technology.
The delegation travelled by bus to the second largest raw milk production area of Heilongjang province around the city of Qiqihar. It was clear that the state of the art in this region was less sophisticated than in the two other dairy cities.
The Dutch dairy trade delegation left home with a broadened view of the Chinese dairy industry and some very interesting contacts. Most of the delegation members will be back in China during the Dairy Expo mission begin of September.

February 6 Interesting kick off seminar for meat trade mission in September 23-30

The Department of Industry and Trade of the Ministry of Agriculture, Nature and Food Quality and the Agricultural Office in Beijing organized a kick off seminar on the development of animal husbandry and meat processing in China, in Ermelo the Netherlands. During the seminar the agricultural counselor elaborated the developments of Chins as a whole and the developments in animal husbandry in particular. The Chinese national authority has decided that China wants to be self supportive in protein production in the near future. The consumption of meat, especially pork meat is growing fast due to improved household spending in the last decade. China produces more than half of the world pork a year. More than 600 million pigs are slaughter every year.
During the seminar 30 participants listened to the stories of Dutch enterprises who are already active in this huge market. Mr. G. Mulderij of Sonac (part of SOVION) explained the experience in the Chinese market. Rousellot, part of Sonac does have experience in producing gelatin and bone ashes of the different factories of Sonac are exported to China to be used in Chinese porcelain.
Mr. L. van Hessen, the pioneer in the meat processing industry in China described the long and outstanding cooperation with the Chinese in producing natural casing for sausages. The large quantities of raw material and the very qualified and skilled labor presence in this part of the world where important reasons for the Van Hessen company to launch and extend a successful business in China.
“Were there are pigs there will be a need for professional slaughtering” must have thought MPS (before Stork MPS). Mr. B. Klercks told the audience that doing business in China is not easy. Figures are big and changes seem enormous. It takes time to establish a stronghold and you need a strong Chinese partner who is willing to work with you in the same direction. MPS found a good partner in 1999. The key element of success was the spirit and the drive of both enterprises even if this Chinese meat processor has a small share in the total meat processing in China. The company is a role model of professionalism according to international standards. With 8 full automatic slaughter lines the company is a showcase of Dutch technology. With an ambition of growing to 17 slaughter lines and upcoming competition the future might be bright in meat processing in China.
Mr. van Duijn, the agricultural counselor elaborated about the developments in poultry and beef, especially veal meat. The poultry sector in China is in general still a backyard farming system. Due to the outbreak of Avian Influenza the Chinese authorities are strongly promoting large scale industrialized poultry farms, slaughtering and processing plants. This development creates interesting opportunities for Dutch industry in feed, equipment, slaughtering and processing.
Concerning Veal is the Agricultural office active in promoting the product within China, as well on national authority level because of the link the Chinese experts make with BSE as well with the Chinese public in adapting the consumer habits, especially focusing on the Olympics in 2008. The Van Drie group is already active in this field in China.
The Meat trade mission from September 23 till 30 will focus on the mentioned topic during the seminar and the delegation will also attend the VIV Beijing in that period.

Extra bilateral fytosanitairy working group on market access of trees with root balls

The Ministry of Agriculture, Nature and Food Quality has intensified the contacts with the biosecurity department of the AQSIQ responsible for the approval of the import of horticultural, arboricultural and ornamental products. The discussion is especially focused on structural market access of Dutch product with root balls to China. A delicate discussion because until now AQSIQ has always refused this request, no other country is allowed to export trees, ornamentals etc with root balls into China. The bilateral discussion came into a higher gear after the launch of the master plan of the SOHO Park by Plant Publicity Holland (PPH) and the International Department of the Beijing Forestry Bureau (BFIC). In close cooperation with the representatives of these sectors in the Netherlands and with the Chinese counterparts the bilateral working group aims to achieve a breakthrough soon. In 2004 the EU Herd of Cows was created as a result of a joint initiative by the Netherlands Embassy in Prague (Czech Republic) and the organizers of CowParade Prague. In total 26 art cows were painted by artists and school children. Each cow represents a Member State of the European Union and one cow represents the European Commission. During his visit to China (31 May until 6 June 2005) Minister Veerman put forward the suggestion to send the cow herd to China. In this way the Chinese public would be offered the opportunity to see the herd and enjoy the colorful ladies themselves. It is also a token to symbolize the good relations between P.R. China and the European Union.

The EU Herd of Cows got a lot of positive attention from Chinese media. The China Daily, the official newspaper in China, published a full-page text on the ‘Spring Festival gift to the Chinese people’. The EU Herd of Cows will stay in Beijing until after the Chinese New Year (Spring Festival). Then they will be shipped to Shanghai and Shenyang. In Shenyang the cows will brighten up the important International Horticultural Exposition, which starts on the first of May. The cows will also visit Hong Kong before they are shipped back to the Netherlands.

26 January, 2005 Speaking days in The Hague

The Department of Industry and Trade of the Ministry of Agriculture, Nature and Food Quality organised a seminar of the dairy cattle sector in China. The Agriculture Counsellor Mr Henk van Duijn and Agriculture Attaché Mr Rubert Konijn of Embassy of the Kingdom of the Netherlands Beijing draw a vivid image of the dairy ambitions in China.
Two hundred years ago, China was the largest economy in the world. After a long period of isolation, China has regained ambition to become world's biggest economy again. According to experts, China is very well on its way accomplishing this goal. Problems have been taken care of in a large-scale and technical way. China is currently the work place of the world with reasonable productivity and Chinese people have unprecedented work attitude.
China attracts a lot of foreign capital, approximately 500-600 billion dollars a year. The Chinese yuan is linked to the US dollar which currently gives the Chinese export a favourable competition position due to the low dollar.
The agriculture sector has always been a very important sector in China. China is the world's largest producer of many different products like fruits and vegetables. The Netherlands is the second biggest EU investor and has a very significant trade partner opportunities in the dairy cattle field in China, according to the Agriculture Counsellor. In 2003 China produced 120 billion kg milk, the ambition is to increase the production to 40 billion kg by the year 2010.
The project SIDDAIR (SINO-DUTCH Dairy Training and Demonstration Centre) was a tremendous success. Last year the project has been handed over to the Chinese authorities. Nevertheless, Dutch companies can explore the Chinese market via SIDDAIR. In addition, export restrictions as result of animal diseases such as MKZ, BSE and dioxin as well as the former trade boycott are in the past now and the Dutch export has risen to the old level. Furthermore, since China is a WTO member the import tariffs will continue to decrease and this is also in benefit of foreign companies.
Maya Donceva of Rabobank International says that present-day the average yearly dairy consumption per capita is only 26 kg. Compared to the world average (105 kg) it is far too little. However, the income of the Chinese people will increase the coming years and more dairy consumption will be promoted.
The essential conclusion of this symposium is to make use of the Dutch government's network in China. It consists of one agriculture counsellor and one agriculture attaché, three consulates and seven business support offices. This is very important for the dairy cattle sector as well as the dairy sector because the Chinese business culture is exceedingly vulnerable to the Dutch brand image and the governmental authorities.
